GENERAL PROVISIONS

The State shall:

a) Ensure the country’s energy security and independence by reducing reliance on imported fuel for the transportation sector
b) Provide an enabling environment for the development of electric vehicles including options for micromobility as an attractive and feasible mode of transportation to reduce dependence on fossil fuels.

Section 27. Establishment of Dedicated Ofﬁces

The DOE, DOTr, and DTI shall establish dedicated ofﬁces for the effective implementation of this Act. The organizational structure and stafﬁng complement shall be determined by the Secretaries of the DOE, DOTr, and DTI, in consultation with the Department of Budget and Management, and in accordance with existing civil service rules and regulations.

Section 24. Fiscal Incentives

a) Manufacturing

The DTI, through the B01, shall establish the applicationand selection process for enrollment and qualification of participants, imposing such terms and conditions as it may deem necessary to promote the objectives of the incentive strategy: Provided, That registered participants shall not be allowed to register the same activity or product under any other program granting incentives.

Section 5. Government Regulations

All EV regulations shall create an environment which is competitive, equitable, and non-discriminatory for the private sector.

It shall prefer participation, with preference for indigenous technologies, to attain the long-term goal of energy security, energy sufﬁciency, and stable energy prices.
